Can 2 piggies live outside in a wooden hutch with solid roof, sides, and a plastic floor(inside)? There would be enough hay to burrow in and possibly blankets? Please answer!

No, thats not a good idea. At night, temperatures drop and they could catch a cold. Also, if it is windy and rains, they could get wet and that would also give them a cold. Rodents can die from colds very easily.

Yes, but only if it is REALLY necessary. If you are going to keep them outside, keep them in a shed at least.
