Revelations 6:2 And I saw, and behold a white horse: and he that sat on him had a bow; and a crown was given unto him: and he went forth conquering, and to conquer.

Revelations 19:11 And I saw heaven opened, and behold a white horse; and he that sat upon him was called Faithful and True, and in righteousness he doth judge and make war.

Are these two riders on white horses the same personage?

No, they are not the same the first is anti-Christ and the second is Jesus Christ.

No. The first rider is the Anti- Christ. He comes on the scene with a bow but no arrows.He uses diplomatic means to get in power.After 31/2 years his true colors are shown and then he uses force.In the meantime ,it is the red ,black and pale horse that bring him to power through his ideas on how to save the world.He will seem like a genius and also come up with a Middle East Peace Plan that the whole world will applaude.A seven year peace plan that He breaks 1/2 way through.
The second rider in Rev. 19 is Jesus Christ and He will crush those enemies with just the words (a sword from His..) from His mouth.The heavens will part and like lighting going from east to west ALL eyes will see Him descend on the white horse with his millions of (Raptured) saints with Him.

Both represent the glorified Jesus Christ. The crown was given him as King of God's Kingdom. The white horse represents warfare that is clean and righteous in God's eyes.
We know that Jesus is called the "faithful and true witness" at Rev. 3:14, so Rev. 19:11 would also be Jesus Christ.

If you gone on to verse 14 it says "Also, the armies that were in heaven wre following him on white horses, and they were clothed in white, clean, fine linen." Again showing it to be a clean and righteous war against those opposed to his rule.

No, they are two different personages completely. The rider on the second white horse is Jesus, while the first rider is set on conquest. There are many interpretations of the first rider, and I don't know enough about him to make a clear assumption.

The resurrected Jesus Christ. Notice the rider is wearing a crown, as befits the King appointed by God.

They ARE one and the same, actually. Who else but Jesus could be called "Faithful and True"?
