what is the better for making a graphic art microsoft or mac?

Pretty much all graphic artists use macs, so I would say macs are better for that. I'm sure there is a reason, but since I'm not a graphic artist, I don't know what that reason is.

You can get suitable third party applications for working with image files on either system. I'm not familiar with what is bundled with Mac OSX but MS Paint isn't very useful for much beyond simple bitmap edits. Consider Adobe Photoshop, GIMP, or another application on either OS.
