Of course you can. If your real question is "Will insurance pay for a rental?" the answer to that is no. You had an at fault accident while you were not insured. If you want to rent a car, you can but you will have to pay for it.

Keep in mind there is a daily storage fee on your car, and the longer you leave it the higher the bill will be. Also you will have to show proof of insurance to get it out, so you might want to get a policy on it and get it out of impound before the bill becomes too high.

Added in response to your added comment. The other insurance will argue that you, being not insured, should not have even been there and therefore they will not pay for your rental. In some states (CA for example) if you are not insured you can't collect even if it's not your fault.

Yes. With proper payment (usually credit card) and purchasing the insurance at the time of rental. Rental companies do not care about your personal problems as long as they get paid.

YES YOU CAN GET A RENTAL AND IT WILL LIKELY COME OUT OF YOUR POCKET.

I WOULD CONTACT THE INSURANCE COMPANY AND SEE IF THEY HAVE A GRACE PERIOD, SO THAT MAYBE YOU MIGHT STILL BE COVERED IF YOU PAY IT IN FULL.
