Exercise is SPECIFIC, so you need to use the muscles in this area.
Pulldowns & chinups use the 'Lat' muscles, which pass through this area, but the main part of the Lat is lower down your back.
Exercises that pull your elbows backwards (instead of down), will activate the muscles around your shoulder-blade. Rowing (with a weight, not a rowing machine) and Reverse Flyes will build up the muscles in your upper back, so that the fat is stretched out over the new bulk.
(An easy version to do at home, uses a 'chinning' bar set up at about waist height. You lie under the bar, and pull your chest up to the bar in a movement that looks like a pressup, but upside-down. At first, you can do it with your knees bent, so that your feet are closer to the bar and the exercise is easy. As you get stronger, you can do it with your legs straight.)
This muscle adaptation can happen pretty quickly, and you don't need to worry about 'looking like a man', because the fat on the surface will make the new muscle look smooth, curvy and feminine.
If you do long sets (of Row and Rev Fly) with a light weight, the increased local blood flow (you start to build new blood vessels, so that the increase is permanent) will mean that fat can be locally removed from storage, more easily than at other sites around your body.
This is a slow process, so you need to persevere for a long time before you notice results. It still won't make you look 'butch' unless you take it to an extreme; it would need a lot of effort (and the same drugs) to make you look like an east german ladies champion.

I know what you mean! I hate those things, good luck to you because I have been trying for a while now with no luck. I'm sure I'll get thumbs down for this but I just went and got lipo and now it's gone. I know not everyone can or would do that but after having a kid and a complete hysterectomy, well my weight struggle went up and that was the only way I could get it under control again.

swimming tones up all those bulgy bits that are annoying, but unless you slim or cut down those bits will turn to muscle instead of disappearing.

I think you ned to get refitted wth your bra. if you have the right size bra you should not have extra bits front or back.
Just do the normal , eat healthy, excercise and regulary get refitted for your bra's. I think they say you should measure yourself every three months??
