I would imagine he means he likes that you guys are developing a relationship over time, instead of forcing things. A lot of couples start a relationship, are just really really intense, and after two weeks of being together, act like a couple who has been together for two years. He likes that you two are taking your time, letting your relationship deepen over time.
That's how I would interpret that statement.
However, you really need to be asking HIM what he meant, because we can offer every view under the sun about what we think it means, but the only person who is really sure of what he meant by it is him.
