It's not totally true. It's meant to be ironic, meaning that if you do good things, sure enough, fate will find a way of messing things up anyway.

Whoever the author may be, the quote is an "aphorism: a terse saying embodying a general truth, or astute observation."
Ironic because last week, after doing many favors for a woman in my office, I found myself being hounded for more despite the fact she has been outed, among other things, as a gambler, not just a person having a difficult moment coping in a tough economy.
Former Massachusetts Attorney General Scott Harshbarger and one-time candidate for Governor loved using this phrase and I usually quote him when I repeat it even though I know (and he knows) he didn't author it. According to the book, "The Quote Verifier," Oscar Wilde, Gore Vidal, banker Andrew Mellon, 17th century English minister Thomas Brooks, and Noel Coward.

well, first off, that's not completly true. I don't know where you got that quote, but my first guess would be Wicked's song, "No Good Deed"...still... Not completly true... Loads of good deeds do go unpunished and are definatly rewarded for. While others (like the quote and song says) don't go unpunished...I suppose it's kind of like, being in the right place at the right time, mindset...
