I keep an assortment of frilly handkerchiefs and always carry one for just the purpose of dealing with foul odors. Perfume may be sweet smelling, but when it's worn, as you say, in a "cloud", it becomes foul. I pull out the handkerchief and sniff a bit, as though I have a runny nose, and hold the handkerchief so as to "filter the air" a bit until I can get away from the offender. It works fairly well (and is a great excuse to buy pretty hankies :).

do you mean people who apply perfume and get some all over you(and its a smelly perfume) or people who have strong perfume...so strong it reeks?
if its the inconsiderate or ignorant or oblivious people spraying like nobody's business, just fan your hand around and step back and say excuse me. you have to let them know that you are being accidentally sprayed...in a polite way. often times they are just not aware.
you can't really control it. we can't predict who has strong stinky perfume until we get close to that person.
maybe just cover your nose until the person has passed. don't say too many things or complain. since the area is a common passing ground or public area you have no say on what people can or cannot do.instead you can control what you can do and take a hanky and cover your nose. just do it a little discretely. it is a bit rude but thats the only way you can protect yourself...unless you are up for wearing a gas mask or surgeons mask.
personally i can' stand really strong and stinky perfume and it gives me a headache. so when i get a whiff of nasty chanel no.5 or other stinky/strong scents i go to an open area and take in some fresh air.
usually these people don't feel bothered by their smell and they really believe that they smell good. we have different preferences and they don't mean to offend.

There's not much you can do, but asking questions like this will hopefully educate some of the offenders.
My experience has been that most do not realize how offensive too much perfume can be. They like the way their perfume smells and apparently put enough on that they can smell themselves all day.

The only way I've ever found that works is to stay alert and make a detour around them before they spot you and let fly a cloud of scent. If you come within range of their trigger fingers you'll soon smell, as James Bond so charmingly put it in Diamonds Are Forever, "like a tart's handkerchief".

I'm not sure I understand your question.. you might need to edit and elaborate.. You either mean the perfume people in the mall who always want you to try theirs? Or people who wear too much perfume in public...

This is really tough, especially for those of us who get migraines from the strong smells. I have learned to hold my breath or wear a dust mask. Sometimes I even tell them it's too much. But with tact,of course.

I don't think there is much you can do about it. It's not like you can just tell them to take it off. And, even if they would listen and do what you said, telling them not to wear it in public isn't going to get you anywhere either. You can't tell everyone in the world not to wear too much of it.

You cannot control that anymore than you can control what people wear. I find more things offensive to my eyes than my nose in public, but one cannot say ANYTHING; especially a male to a female.
