Its not right for ANY dog to never be taken out and exercised, if these guys were i almost guarantee they wouldn't be so yappy, they are frustrated and overly energetic because they cant get out and run it off like most dogs.

Do they have a large yard? Are the dogs healthy, shiny coats etc? What breed are they? Do the owners have children? I assume the dogs have been there for 4 years? If so, why are you making complaints now? If you have made complaints for 4 years, and, nothing has been done, mabye you should trust the judgement of the inspectors. What if the dogs suffer from agrophobia??
Seriously tho, have you considered contacting your neighbours, txt, note, however. explaining your situation to them and asking to spend time with thier dogs in your residence, as therapy perhaps? You can get all the toys, food, treats etc that you want, and, im sure the dogs would love it. Go for it, dogs promote well being, you will get piece of mind.

Well, it is a very good thing to take your dog for a walk, they get great exercise, and you can get a special bond with your dog. However, if they have a big backyard that the dogs can run in, then the story is different, they may not get the bonding with the owner, but they get exercise.
As long as they do not beat the dogs, ignore them, not feed them or give them water, there is no reason to report it. If you think there is some sort of abuse going on, then you should report it.
My step dad was an alcoholic, but he never mistreated my dogs... so maybe they dont mistreat their dogs.

that's very cruel. Dogs need excersise. Like us, they get bored, and also need to run around a bit. How would they like it if they were stuck in 4 walls for 24 hours 365? No wonder why they Yapp so much! They're asking for help!

My neighbours own a pet dog.....poor thing...they never take it out for a walk or play......just leave him open on the roof all day......it barks and barks all day.....we pity it so much....and I hate those neighbours of mine......owning a dog just for royalty...!

at home we had a massive garden so we never 'walked our dogs' as excersise... but i if bored would soemtiems take them round the estate...a nd i used to take them with me to the stables.
change of scenery is so important. i dont know if (as long as they have a big garden, are fed etc) that its actually abuse though

Aww I think you are probably bothered by every little thing since you never go out. Looking at your last question aswell as this one, I suspect you are just looking for someone to agree with you about these people to make you feel better.
Dogs make noise, and obviously if people have complained and the town has done nothing, it obviously isnt as bad as you are making it out to be.
