In general, women aren't better fighters then men. Men are generally bigger, stronger, and faster then women. Men put on muscle much more easily and get bigger and stronger with much less work. Women tend to be more flexible, have a somewhat higher pain tolerance, and fatigue slower then men.
There are some women among the top fighters in the world, but even these women would be outclasses against the top men. Far fewer women go into martial arts or fighting and there is little encouragment for women to enter the sport.
Also, a woman will have a much harder time being trained. Many martial arts refuse to train women or only let them train up to a certain level. Women also can have more problems finding training partners. There is also a tendency to 'go easy' on women and not make them work as hard as men. Martial arts are also created by men and play to men's strengths.
A woman can usually hold her own with a man who is the same size and weight, and that's about it. Even at an equal skill level though, anyone who has a 30-40-50 lb disadvantage will usually lose.

This is far to broad a generalization to ever receive an accurate answer. Height, weight, gender, race, musculature, or any other of these arbitary categorizations don't determine who is the better or worse fighter, or who will succeed in a confrontation.
I've known many people, including my former instructor and his master, whom most would have thought insignificant little guys who could easily be overcome and trounced - while in reality they were some of the most intelligent, able, fluid, and effective fighters I've witnessed and worked with.
Getting caught up on male vs female is a fools game. Learn who to play with all potential players - fast and slow, tall and short, lean and muscular, aggressive and defensive; irrespective of any of the categorizations metioned above, and you should be more effective. Buying into silly categorizations and generalizations is just asking for trouble at some point :)
Treat everyone you meet, defend against, or play with as emminently skillful and experienced until you determine otherwise. That is the respectful and smart thing to do in my opinion.

two of the many effects testosterone has on the body are that it makes you stronger and faster. So men with much much more testosterone will be stronger and faster than women, even if they are the same weight the man will probably be stronger and faster. It is not possible for any woman to become as strong or as fast as an elite male athlete, nor for most women to become as strong or fast as most average men. at least not without extensive use of steroids. and speed and strength are 2 of the most important factors in a fight. it is possible for someone with inferior technique but superior strength and/or speed to win a fight, I have seen it many times. especially with the difference in strength you typically find between men and women, that strength can make up for a large gap in technique. so between a random man and a random woman I would say the man would win at least 75% of the time.

men tend to be better fighter but that is because there are less women doing martial arts, or at least in my experience. most men are naturally stronger then woman but martial arts arnt just about strength. if there were more women who were in to martial arts the same way that men are they might be better but from what i can tell on the whole women arnt as comitted as men. obviously there are always exceptions to the rule

Of course there will be rare exceptions to the rule but generally NO. Women lack 2 key areas - speed and strength. Slower, weaker fighters lose.

i would say men are better fighters because of aggression, speed, power, and the attitude we carry. But a girl still has a chance. If they want to hit you, and she kicks you once in one shot in the wrong place(but it has to be a lucky one...), I'll bring you nice flowers to your funeral...No worries... =)

you need grace to be an excellent martial artist, this comes more naturally to women.
its natural for some men but a lesser percentage.
as for better fighters, i know plenty of women that are smaller and would win in street fights with the average man, no problem.

depends the girl knows how to do it the right way a not.
eg. high heel shoes girls normally wear, taking a direct hit from random swinging on the head from it is a sure knock out. the ends are so hard and the contact area are so small, the damage is really really no joke.
