Yes. Both pupils should constrict when only one is exposed to increased illumination, its called a consensual reflex. If this doesn't occur for you I would definately see someone about it asap.

If both do not constrict it could be a sign that something is not functioning properly in your eye.

Should be easy to check with a small flashlight and a volunteer. Like checking for a concussion where you flash a light (not too bright) in each eye to see if each reacts.

No. Only the one that is exposed does. But if you open the other one the result may be a blurry sight for a few seconds, and a difficulty to judge distances and shapes, but this only takes as long as the other eye's pupil gets to the same dilatation as the other. Try this in the mirror.
