One with largest aperture on the lens - also you want to buy high speed film. They almost all have a flash built in...Fujifilm FinePix F31fd is the best.

Do you mean just a nonflash picture of people, or a time exposure? I agree with the guy who said the F50 by Fujifilm. I have the F10 and have been very happy with it. There are a few things to watch for:
1. High ISO numbers. Higher is better.
2. Long exposure time. My F10 can only go up to 15 seconds. There are cameras that can do a long exposure.
3. Like someone already said, a fast lense.
4. Like someone already said, image stabilization.

First, you must choose one with full manual control. It also must have a tripod socket and accept a cable release unless it has a shutter speed of at least 15 seconds.
Here is an example: City skyline in distance (the only light is from the buildings, streetlights, etc. Its dark lol!). ISO 200, f8 @ 15 seconds.
Take a look at the Canon G9.
