Yup, there is a timer that turns ur pc on. As everybody said about "Auto Shutdown and Auto restart" they are similar to "Super fast shutdown and Super fast restart" softwares,
The software u needed is called
"IntelligentWakeUp" Its a power manager utility that schedules Tasks such as Turn On, Turn Off, Hibernate, Stand By, Restart and Log Off, on a Daily, Weekly or Monthly basis.

In my opinion, there isn't any. This is because you can't use anything in the computer if it is turned off. But i think there is a program that helps you turn off your computer. If you want the program that turns off your computer, it is here :

yes there is an autoshutdown software.... but there is no auto turn on software....
