No, it is not legal in any state for a man to hit a 23 year old woman for any reason other than say self defense. If this 23 year old feels she deserved to be hit by her father than she has some self esteem problems that need to be worked out with a therapist.
This man should be reported to the authorities so that he doesn't do it again.

No. It is not legal at any age for a child to be hit by their parents with anything other than an open hand on a clothed butt, but only a couple of swats. If an adult is hit by anyone it is a crime.

No, it is never legal for an adult to hit any one! Depending on the state, it could be classified as assault or domestic violence. Either way he could go to jail and she could get a restraining order against him at any time.

I would suggest that she take the steps to make sure it doesn't happen again!

No it is not legal; the daughter could charge him with asault. One must be carful however when coming against a family member since it might cause life long regret. It can be a difficult decission to make.

Under certain circumstances, yes. The fact that she's his daughter, however, is immaterial. She is the same as any other adult.

However, a man can use force, including deadly force, if necessary, in order to protect his life, his property or those of his immediate family.

For instance, if she is trespassing, and he is attempting to remove her from the property, he's allowed to use reasonable force to do that.

NO! 23 puts her well past adulthood, as in 5 years past adulthood. That would be the same as hitting your neighbor.

Even under the age of 18, physical punishment must be limited to the bottom, with no permanent marks left.

No it is not legal and his Daughter should take out an arrest warrent on him. If not hes gonna keep doing it and she needs to put an end to it.

That depends on what state you live in. However, it IS morally wrong. And to the best of my knowledge, if she's an adult (21), it's assault. Report him to the police. If necessary, take out a restraining order. Get him to stop! Protect yourself!

NO. This is assault and he can go to jail for it. The only legal way you can hit someone is spanking, and there are limitations on that too, and age is one of them. As a legal adult, "spanking" is illegal. You cannot "spank" your legal aged child.
