Speed bumps are the most effective way in addition to posting signs and getting the police to monitor speeders for a while.

You can try installing some of those "Children Playing" signs, or something like that. Otherwise, tell your local police and have them do something about it. Trying to do something about it yourself is vigilantism - and the results are usually dangerous (for everyone nearby) and often illegal. Your attempt to slow cars down might work - or it might result in someone getting killed.
Your job is to let the authorities know of the problem. It's their job to fix the problem - and to take responsibility for the methods used. They also have the authority to make the punishment stick - you do not.

PS: Be careful if you decide to install speedbumps. They can be very dangerous if not secures properly, can cause problems for ambulances and fire trucks, and if the township didn't give permission, they may take them out and charge you for repairing the road - after all, the road is their property, not yours. Be careful - and always get permission from the township before installing anything (including signs.)

start by teaching the children to play somewere other than on the road. studies have shown the more you try to hold traffic up with stop signs, traffic lights, speed bumps etc the faster they go between these controls. The very best way is to smooth out the flow of traffic, once they realize they can go 20 mph and hit all the lights green they will do 20

Put up signs stating speeders will be shot on sight. It might scar some of them into slowing down if they're going slow enough to read the sign. LOL. They won't know who put the sign up. DON'T SHOOT. Also contact the police and ask them to contact the people who maintain the road and have signs put up stating children at play and see if they will put in speed bumps. It's a never ending problem and you can't get them all.

Get the child out of the street.
The street is for vehicles and not a playground for children.
Back yard and town parks are places to play safe. Front yard is not safe either because of kidnapping activities.
I really don't appreciate if my neighbor's children are on the street playing because it is so hard to drive with them playing in the street. This practice could surely cause the community to decline and the best source of small court cases.

If you live in a neiborhood, if everyone agrees to chip in some you could make it a gated community, also speed bumps. But there is really nothing you can do, you are not law enforcement, you can notify law enforcement and they'll step up patrols in that area.

call the city. A highway close to me became into like that and that they positioned up a stop sign just to get rigidity human beings to decelerate. Now they might get human beings for 2 tickets rushing and working the stop sign. After some months human beings dont velocity anymore on that highway.

put up a life-size picture of a cop on cardboard and fasten it in the ground where drivers see it believe me they will slow down
