I don't know, but this is not standard practice. Someone who has a permit can only drive with a licensed driver sitting next to them, and THAT person is responsible for any accidents, so their insurance would cover it.

I don't think so. Usually insurance companies require a license number to add the driver. You can add someone on a permit though.

Assuming that you are resident in California and that the added driver has a driver's license somewhere, it is possible, especially if that driver is going to drive your car out of state. However, if the driver is going to be resident in California, she has to observe whatever grace period for getting a California license there is according to California law ( i.e. someone moving to a state usually can drive for a while on their existing driver's license but must get the home state license if they become residents ).

I don't think so, everyone needs a driver license for car insurance. But if it is possible tell me so I can move over there.
