Of course Russia as well as Ukraine, Belarus, Kazakhstan, Tsetsenia (sorry the spelling is wrong, but I guess you know what I mean). The former states occupied by Soviet Union, like Estonia, Lithuania and Latvia have Russian speaking citizens, but less than 40 % Russian speaking people are living there, but they are a problem to those states and I guess the Russian speaking people in those countries have difficulties living there too. Another country I came think of is Mongolia, I´m pretty sure most of the people speak Russian, correct me if I´m wrong.
