It is called transmission gel which is applied between the electrodes and the skin to eliminate air between the skin and the electrodes for the best conduction of electrical waves. It is quite slippery but it is not harmful but try to keep it in a cool place, your mother may need it.

i don't know about a paste, but an eeg is a brain scan, and an ecg is a heart scan

You have to have good electrical connections to the skin to record an electrocardiogram (heart) or electroencephalogram (brain) and the paste makes good contact for the electrodes. It is harmless.

Could your mom have a Tens Unit? This would be something which she would use such for control of pain.
