Of course they can. If they couldn't you wouldn't see the ads for Captain Morgan, Malibu, Bacardi, Arbor Mist, Smirnoff Ice and the likes. How else are people going to know how good Saronno is supposed to be? Or a So-Co and Lime?
It used to be that they couldn't show people actually drinking the products. They could show people at a bar ordering a drink, of any kind, but they couldn't show someone actually taking a sip and declaring it a great drink or anything. It was more like what "Tony Sinclair" does in the Tancq commercials.... holding the drink in a "cheers" salute and talking about how good it is.
I just wish they'd stop making the commercials 20,000 times louder than the show you're watching. Late at night, you don't want to disturb others with commercials for beer, rum or what ever, but to keep changing the volume is a pain in the rump. IMHO

It is legal. There are ads currently running for several liquors. Smirnoff, Bombay Sapphire, Disaranno and Southern Comfort are just a few that come to mind.
I a TV network/channel chooses not to run liquor ads it is entirely the decision of the network/channel.

Yes, as someone with family in the industry, it's perfectly legal to advertise liquor on TV. Now whether the channel WANTS to have liquor ads running, that's the question.

I don't know, but advertisements always try to get people to buy them. If we didn't have any advertisements, we wouldn't know what the newest stuff was.

They are legal. You may be thinking of cigarettes. It's illegal to advertise those...like commercials, etc.
