I gigged Christmas Bay for over 20 yrs just south of Galveston. Best gigging at high tide, the flounder feed on all the small bait in the shallow shorelines. Gigged allot of saddle blankets out of there during the moonless Summer months with a Coleman lantern and barbless gig.

After the first good cold front, usually mid to late October in Texas. I don't think tides matter that much. I have done well in all tides, as long as the wind isn't to high and the water is clear.
