Any ideas to what happens to the toys, bibs, pet food, medicine, chicken, (I also heard there was lead in the paint or coloring for boy scout patches) etc. from China after they are recalled?

The US is the primary country that insists on proper and safe products. When pulled off the US markets they are wholesaled and generally distributed through the Asian and african markets.

IF..the product is returned to the store of purchase...then the store takes the item and returns it to the manufacturer so they can get their refund back for purchasing bad products from the manufacturer...what the manufacturer does i'm not sure...some manufacturers will tell the stores to destroy them without all the shipping expences and refund the money to the stores or other products in lieu of money...some stores will give your modey back or try to give you a slip for something else of equal value..the stores ''donot'' want to give back their precious money...problem is a lot of buyers will either keep the goods or just throw them out figuring they don't want the hassle...

Most likely they are return to the source they come from, China has a habit of sending bad USA products back to the USA, they have done this several times, most likely the USA does the same or burns them.
