That may be the only way to stop the 3 major ethnic groups from killing one another / prevent civil war

Prior to the British fusing it all together in the early 1920s, there were three kingdoms there: the Kingdom of Mosul, the Kingdom of Babylon and the Kingdom of Basra. Those three formed accepted boundaries separating Kurds, Sunni Muslims and Shia Muslim populations. Now I guess they would have to be called Kurdistan, North Mesopotamia and South Mesopotamia. Each would be a fairly autonomous area with a weak national government in Baghdad. Something along the lines of the Canadian or Swiss Confederations.
Bush hasn't stolen any of the oil. 85% of that oil is under contract to a French firm.
I'm familiar with Chaldean Catholics. Your church was started by Saint Thaddeus. As a Roman Catholic I'm thrilled that so many have found peace and freedom in the San Diego area.

The insurgents are "cleansing" the neighborhoods anyway. The surge consists of blockading off Suni neighborhoods from Shiite neighborhoods. The number of divorces in the country is huge because so many were intermarried and can no longer sustain that marriage and remain alive. The Shiites are now fighting amongst themselves.

I don't think the decision to divide Iraq should be made by the U.S. but it may be the only way to make any progress so the people can begin to have a normal life again. There would still be one main government from what I understand. Maybe like our states here.

This plan is based on the idea that the Shia, the Suni, and the Kurds would never be able to effectively come together for one central government so it would make more practical sense for the future is to divide it to have more stable governments. senator joe biden (d-de) is one of the main proponents for this plan. He and Leslie Gelb of the Council on Foreign Relations wrote a plan for Iraq known as the Biden-Gelb plan, which basically says,

(from wikipedia)

1. Giving Iraq's major groups a measure of autonomy in their own regions. A central government would be left in charge of interests such as defending the borders and distributing oil revenues.
2. Guaranteeing Shiites — who have no oil rights — a proportionate share of oil revenue and reintegrating those who have not fought against Coalition forces.
3. Increase, not end, reconstruction assistance but insist that Arab Gulf states fund it and tie it to the creation of a jobs program and to the protection of minority rights.
4. Initiate a diplomatic offensive to enlist the support of the major powers and neighboring countries for a political settlement in Iraq and create an Oversight Contact Group to enforce regional commitments.
5. Begin the phased redeployment of U.S. forces in 2007 and withdraw most of them by 2008, leaving a small follow-on force for security and policing actions.

I think is a perfectly viable option, There are three political sects who all want to gain controll. So why not give them each controll of a small State. If thats what it takes to stop the sectarian violence.

Iraq is not ours to divide.

Iraq belongs to Iraqis.

WE are the illegal aliens in Iraq.

Perhaps we should mind our own business?
Haven't we done enough damage already?
