I hope you aren't trying to breed them. Get them both spayed and neutered fast. You may not be seeing everything they do. There is no excuse for breeding your pets.

How old is he? Are you sure he's not fixed? Perhaps he hasn't reached maturity. Or, perhaps he's just not interested. It's not common, but I suppose it happens. And also, are you sure that the female really is in heat?
