i have a friend thats cute and everything but i want to know if he wants to be friends or more he talks to me alot and smiles and stuff but i like us being friends and one time he siad ur my friend i llove u and then put his arm around me i didnt say anything but he said it like he wanted more my friends were there to and they just stared

Do you like him more than a friend, or do you just want to be friends with him? If you just want to be friends, then I wouldn't say anything and act as if all is normal. No sense in rocking the boat until you know for sure whether he likes you that way or not, just cross that bridge when you get there.
If you do like him, then flirt with him a little more and see how responsive he is to it.
