Well if wars are never declared, wars cannot be declared to be over. Now can they? For example: the war in Iraq was over years ago, but it can't be declared to be over, because there wasn't any declaration of war in the first place. So the occupation goes on and on and the sheeple continue to call it a war.

Since a war is usually declared by a government on another country, the typical way to end a war legally and officially is by some form of treaty between the governments of the countries involved.

When one side totally surrenders not always for the right reasons. OR a better way when both sides mutually agree that their disagreement is unnecessary or when one genuinely say I'm sorry and the other is equally forgiving. You'll be surprised at how things accumulate....it either gets from bad to worse or conversely when one party makes a move to apologize and is positive the other will say its his fault. So in the right direction when one makes a positive move to end it all, the other party will say its his fault. Such is life!

Someone surrenders to someone else and a Peace Treaty is signed. The surrenderer has to be one of the head honchos and the one who accepts his or her surrender also has to rank high on the totem pole.
