An IQ of 96 for a 6 year old child who has a learning disability, sounds like the child is very intelligent.

There are several different scales used in different IQ tests and they all have different scores for the same IQ.
Ask the tester to tell you the boy's percentile rating.
That will tell you how he compares with the rest of the population and it doesn't matter what scale or method they used to calculate the IQ.
For example, if he was a 42nd percentile, he would have an IQ higher than 42% of the population.

That's an average (normal) IQ. What type of learning disabilities is he or she having? I would have the child evaluated by a psychologist (if you haven't already). There may be an underlying childhood behavioral disorder that needs to be dealt with.

'96' means the child is of average intelligence. [ but one with
any ADDs would probably score higher with treatment or at a later stage. ]
'100' is the average for all people.

You would need to know what the standard deviation for the test is. Ask the tester. He/She should have explained that to you.
