It's a lot more subjective than casual and formal, and it depends a lot on where you are. Typically, I'd considered "semi-formal" the clothes you'd wear to church on Easter Sunday, a job interview, or a wedding. A nice dress or suit with heels or ballet flats. All that jazz. Smart casual looks a lot like casual with better accessories. Instead of sneakers or flats, put on heels with your jeans. Instead of jeans, try a black pants or a cute skirt. Instead of a zippered hoody, try a jeweled cardigan or structured blazer.

Smart Formal

smart casual ... slacks, shirt or top that matches and perhaps a lightweight jacket or cardigan; hose and dress shoes

semi formal; evening dress, shorter than a formal but not street clothes; men, matching jacket, tie, slacks black or dark blue, dark shoes and matching socks

it is pretty easy to tell a semi-formal is an evening dressy occasion; a smart casual you can go to work, and be comfortable in an evening setting in a casual atmosphere.

i hope this helps.

semi formal are leaning more to the cocktail dresses styles - just not real sparkly or whatnot
smart casual - nice slacks and sleek top- relaxed but not chino's and a twin set.
