We should definitely judge people by their acts. There are good people and bad people in every religion or belief system, just like there are good people and bad people in every country. In the end, who you are and whether you've lived a good life is determined by your actions, not your beliefs. Your beliefs and actions may reflect each other (they should, if you truly believe what you say you do), but in the end it's the actions that make the difference.

Your belief is a choice ..it is a decision in which you believed you were capable of following based on your life and how you want to live it.....your behavior is what you really are nothing more and nothing less.... a behavior to follow other ...or a behavior of the real you
Who are we to judge anyone...that is GOD's job....how you accept the situation and handle it is all you are responsible for....YOUR ACTIONS!!!

Initially I was just going to say behavior. But I guess we also have to factor in motive which then must include belief. So it's a more difficult question than to just say either/or.
Case in point: A pedophile is real nice to his prey, talks nice, gives presents, is friendly. Then once the parents' guard is down, or the child's guard is down, he uses his position to perpetrate evil. So his behavior starts out at the outset, to appear fine, but when you factor in motive and belief system, you find yourself in a dilemma.

We are to discern others belief by their behaviors. The judging is up to God.

Sometimes both. If they profess to be something BECAUSE of thier beliefs and fall short through thier behaviors then they are hypocrits of the worst order.

Christians know a person's character by the fruit they bring forth from their lives. Just as Jesus said "A tree is known by its fruit. A good tree cannot bring forth evil fruit, as a corrupt tree cannot bring forth good fruit. ( Matthew 7:15-20). Behaviors / actions say what is in a person's heart no matter what their mouths say.
