It is very possible that she has allergies. Shih Tzu pups are very prone for them. I would recommend taking her to the vet with a list of the foods you feed her (including ingredients), all treats she gets (including ingredients), plants, trees, etc. in areas where she goes, and anything else she comes in contract with. They vet can go through the list with you and help determine what may be bothering her.

how do you know that the flea situation is cleaned up? have you treated the dogs blankets,the house etc? fleas would be the first thing i would suspect then allergy and skin problems. all three problems will probably require a trip to the vet office for supplies and if the skin is irritated or other allergy issues are present you will need prescription meds.

it's probably just a rash. try giving her some children's benadryl (not a lot cause she's a small dog!) and maybe put some cortizone cream on it? I never did the cortizone cream thing but i have given my dogs benadryl to stop them from scratching so much! It might just be dry skin try not giving her any baths or flea dips or anything (those usually dry the skin out really bad!)

my dog had the same problem a while ago. I took her to the vet and he took some tests to rule out infections. Since there was no infection he leaned towards allergies. In order to find out what she's allergic to we had to change one thing at a time. The first thing we did was change her dog food to a special kind that the vet gave me. Turns out that was exactly what was giving her all the problems. Now she's a completely itch-free puppy!!

What the heck are sand fleas?!?! There's no such thing! Possibly she still has the odd flea - if she has a flea allergy, one flea will be all it takes. Go to a vet, because no one can diagose over the internet.

My German Shep gets this every August and September. The vet said to give him Benedryl and wrote me a prescription on dosage for my dog's size and weight. See your vet for your dog's correct dosage before giving this.
I usually bathe him in baby shampoo to get rid of any allergen on his skin and then treat the bleeding patches with Neosporin so that they don't hurt so bad and so they don't get infected. A cold compress (wet some paper towels with cold tap water and change towels frequently so you don't spread germs) also alleviates itch and feels really good to the dog. It will keep her from scratching for a while.
I also give him a fan to sit in front of and he seems to scratch less when it is on him. Don't force your girl to sit in front of one though. This is the dog's personal choice and my guy just loves fans!

Take her to your local vet and tell them whats wrong with her they should give you some type of medicine to cure that.
