OR it could also mean
Who do YOU look at when you are in a problem and you don't know which way to go?
I think the writer wanted to say:
Who do they look TO when they HAVE a problem and they don't know what to do about it?
[again, the way it is written it's impossible to know if the writer meant they (ellos) or you all (Uds.)]

"por qué lado correr" means which way (or side) to run [to]
