Every state has some kind of taxes.
If your question is re state income tax, it's Texas, Washington, Florida, Alaska, Nevada, South Dakota and Wyoming. New Hampshire and Tennessee only tax interest and dividends.
States without a sales tax are Alaska, Delaware, Montana, New Hampshire, and Oregon.

Depends on what kind of taxes you mean (e.g., income, property, sales, gas) - clarify or reask your question. Residents of all states still pay federal income tax.
Also, beware when someone says their taxes are "high" - everyone says that. For example, TX's sales tax rate is lower than California's - and California has higher income tax and gas taxes. (Why? More Democrats here.)
New Hampshire has no income tax, but my friend who lives there complains abou the property tax rates... Etc.

One rule of thumb that isn't perfect but works pretty well, if it's a red state, lower taxes, blue state, higher taxes. After all, the legislature makes the tax laws.
