Do public schools like IU, Purdue, or IUPUI offer religous studies or would you have to go to a private school like Notre Dame?

And do they charge men to go to seminary school to become a Priest? How much is it?

Almost all colleges have some religious studies, but the focus is broad. If you're hoping to study the broadest range of religion, you can get that at most public institutions in Indiana. If you plan on narrowing your study to a particular denomination, then you may want to attend a college of that denomination.

Since you mention Notre Dame, I'll assume that you are Roman Catholic. Seminaries for the priesthood are, as I'm sure you're aware, just as diverse among the Catholics as among the Protestants. If you plan to become an ordered priest, you can join the order and have them pay for your seminary. If you plan to become a diocesan priest, then you can approach your priest or the Bishop about your vocation and inquire about what arrangements could be made for your education and ordination. Typically, RC priests do not have to pay for seminary, so long as they get the dispensation from the leaders of the order or the diocese to attend. Protestant seminarians must secure some sort of financial aid, typically from either a congregation, diocese/conference, or the greater denomination.

Most public universities have religious studies curricula. I would think it would be fairly easy to find what courses are offered through schools' websites. Seminaries do charge tuition, like a graduate school, though many seminarians will have scholarships and financial support from their churches.
