when ordering in a resturant do i say "puede tieno" or does tieno mean "can i have" by it's self?

In Spanish, we do not say "Can I have... " when ordering at a restaurant like we would in English.

You must either say "I want ...." "Quiero..." or "Yo quiero..."

or

"I would like...." "Quisiera....." or "Yo quisiera..."

To say "Can I have...." in Spanish would be "¿Puedo tener.." but this would never be used for ordering.

I have heard native Spanish speakers in restaurants say..."Dame ......" which means "Give me....."
Although this is gramatically correct, it borders on rude, so don't use it.

"Can I have..." is the way you say it in english. In spanish it doesnt make too much sense. (The answer from the hispanic waiter could be: "Yes you can have it as long as you pay for it", or "I don't know, can you?" ).
So this is the real way we, the latinos, say it in restaurants:
"Deme un... steak /lobster/orange juice, por favor".
Literally in english would mean
"Give me an steak, please".
As long as you finish the expression with "please" there is no discourtesy intended, and the waiter understands what you mean.
In spanish is much more assertive than in english where the customer seems to be dubious .
With that said I highly recomend you to forget the "Can I have..." expression.
It seems more like begging rather than asking.

Por ejemplo;-puedo tener cafe por favor? Better;Quiero cafe por favor,---dame cafe por favor.To just exchange English words for Spanish does not work all the time.

"tieno" is not a Spanish words.
I think you mean the verb "tener"
Yo tengo
tu tienes
el tiene
but this is to own something not to order in a restaurant.
You should say
"Yo quiero la sopa, or yo quiero una ensalada"
there are other ways to order, but this would be the most simple one.
