No, but they should be neutered, and given vaccinations so that they don't produce more unwanted strays and don't carry diseases that could harm other pets and people. If all the stray cats and dogs were killed, the rodent population would get out of control and the diseases they carry could harm humans and they would also eat a lot of our food. Right now, the amount of people on Earth is growing at an alarming rate and soon we won't be able to feed all the people. Rodents would only make this worse.

I suppose all pigeons should be shot because we have too many of them, and all deer shot within city limits because of the traffic hazards they promote.
Get real. Until and unless you've worked with animal rehab and fostering, you don't have a clue as to what these animals are worth. Educating people to SPAY AND NEUTER their pets will have far better chances of reducing the stray population. Stop owners from abandoning their animals when they become inconvenient, and promote the use of TNR in your area. If you're serious about animal overpopulation then talke a humane stance against it, don't simply look for the easy way out of kill, kill, kill. Especially as there's no reliable way to tell a stray from someone's pet who darted out the door and hasn't been caught yet. The legal liability against you for destroying someone's pet would make for some ugly court cases.

The owner that left the animal out on it's own should be shot for not caring for the animal after taking on the responsibility of owning a pet. The cat/dog should be spayed/neutered and given to a good loving home. It is not their fault that some human is irresponsible.

Most city/county run animal control places already euthanize most strays they find so I don't think shooting cats and dogs would be useful--it would only serve to bring out the psycho humans who want to kill something. And until human beings stop allowing their pets to breed, the stray population is not going to decrease.

I don't know about that....I have meant a few people in my life that I wouldn't care what happened to them and I have only met 1 mean cat. LOL! I think they put enough to sleep at the humane society and killing is not the answer. I wish they all had to be fixed and reduce the number of breeding.

No, I don't think all stray cats and dogs should be shot, unless there severly hurt, then they should put it down to take it out of it's misery.

No, but you probably should be.
TNR - (T) trap, (N) neuter, (R) return is the best method of dealing with strays and ferals.
