An option could be to contact AAFES (Army Air Force Exchange Service) Marketing department in Texas, I believe, and request to become a part of their online store which is checked by a secured network for Army and Air Force personnel. The Navy and Marine has NEX, same concept but I do not know what state the headquarters is located to inquire.

Other than that, no military ID (the active duty, his/her family member ID card, front or back) should be copied and forward to you for verification purposes by a military member it is prohibited. Also, integrity, if they say they are military most military members have integrity and would not lie, but you have some civilians that in order to save a buck will lie to get your discount.

Perhaps, you can apply the discount across the board during military themed holidays, ie Veteran's Day, Fourth of July, Armed Forces Day.

Some people offer discounts to the addresses instead of the people. These are easier to verify, but leave out anyone who doesn't live overseas or on base.

Personally I would just give the benefit of the doubt. The small amount you will lose to fakers will be far outweighed by the benefit both to the Servicemembers who get your discount and to you when more Servicemembers and patriotic people frequent your online shop.

you either trust someone when they say they are military or you don't. Frankly, there is no information on a Military ID that I would feel comfortable passing on to a retail operation, as the ID number is the Social Security number.

You can't. Anything you could use to verify someone's military status combined with address and financial info you'd also need would have too much intelligence value. Don't bother.

You can't. That is their personal information. However, they are required to carry their ID with them

Have the purchaser fax or email you a photocopy of the front of the ID. This will have thier name, branch, and picture on it. Any sensative info such as ssn will be on the back side.
