It depends upon which variety of mange the dog had.
There are three types of mange. Demodex mange is not contagious. Cheyletiella mange is contagious. Sarcoptic mange is contagious.

There are many factors to consider before freaking out and rushing to the vet. Did you ask the owner of the other dog what type of mange it was? Was the dog being treated? Was it a puppy?
If it was the demodex variety, you have nothing to worry about because it isn't contagious. I currently have a boxer with demodex and I see other people flinch when he sniffs or tries to play with their dog. But there is absolutely no harm in it. He was an abused puppy with a compromised immune system therefore his demodex (which all dogs carry) got out of hand.
Keep a close eye on your dog and read up on the different varieties and symptoms. You don't have to put your dog through a skin scrape for nothing.

Mange is not that contagious. It is caused by parasites that burrow into the dogs skin and cause intense itch and irritation. There are different kinds of mange and different treatments, only a vet can tell you which. No need to see a vet unless you dog becomes symptomatic. If he gets pink warm areas and scratches them a lot then he may have some. Vets do a skin scraping (does not hurt) and looks under microscope to figure out what kind. There are inexpensive remedies in case of a positive viewing.

Talk about a irresponsible Dog owner I mean You must be livid to know that person exposed your Pup to that illness
I have been told that it is very contagious by a few different Friends that are long time vets Yes there are a few different types of mange and yes they are all contagious so In your case weather this person has which I would say probably not cared for there dog as they are so very irresponsible You need to contact your Vet first thing in the morning and Let your Vet know your situation and that you want to prevent Your poor pup from the long unwanted Illness
Is it possible you got the persons Information to Bill them for the care of your Dog?? Like Hey your Dog ran into mine so we have to exchange Information?? I am sorry I am So not trying to be Flip about your situation just trying to make a example

There are two types of mange, Demodex and Sarcoptic. Demodex is not, Sarcoptic is. They are both actually a mite, and the demodetic mite is secondary to an underlying issue as to why the dog is reacting to the mite - stress and or immunity issues.
The only way to tell which it is, is by taking dog to the vet and have what is called a "skin scrape" done.

Yes it is.... I would advise you to obtain a good dip from a licensed veterinarian to use on your dog. Better safe than sorry. Mange is something you DO NOT want your dog to get. It's a b*tch to get rid of and you won't see physical effects until well after he's developed it.

With that short of an exposure, it's unlikely. It also depends on what kind of mange. Not all types are contagious.

if the other dog has been treated then your dog should be ok.but i would take him to the vet and have him checked! or phone up if your worried! dogs get mange from there mothers! so your dog is proberly fine.my sisters dog had it and her dog and my dog used to play all the time and my dog never got it !!!
