We are Satan. We are god. God and Satan are random segments of code in our neural network. The intelligentsia need something to tell the mental norm. They need to tell them how they should act. How they should think. How they should feel. These are two figureheads meant to both scare and remind people of the teachings of the intelligentsia. They are the directions on an internalized moral compass. They are our own creation, therefor we cannot be worse than them because we are them.
