They are both correct in the proper conditions. They are both from the Bible, they are both God's word, they both have an application to our lives. If you have no enemies at all then you are not following Christ. We will always have enemies.

In a perfect world: Grace, no enemies at all.

In our wold, OT: Scatter them. Many have committed too many atrocious acts to warrant forgiveness. I guess I can forgive anything as long as they have been caught and justly punished.
