Well it starts with what ur using to bathe with and how old u are, what kind of diet and how much water ur drinking daily and whether ur diet is affecting your skin or age is?
U want a mild soap w/out perfumes that will moisturize ur skin. Oil of Olay has a Moisture rich Cream Cleanser with Vitamin E for the face which is inexpensive and does well. Then choose a moisturizer to apply on your towel dry face.
Dove has a good bar of soap to bathe in and wash ur face. But then a good moisture cream is needed for your face and body.
My teen DD happens to like Loreal Wrinkle De-Crease which is design for over 40 age faces. She says it feels good, light on the face and doesn't create oily skin. Olay Regenerist Deep Hydration regenerating cream is light and smells good. There r lots of products, sometimes the dry skin is because of improper nutrition of fruit/vegetables and good old plain water. Drinking about 50 oz daily u'll see a big difference especially if it's distilled water. A simple multi vitamin like Centriumn couldn't hurt either. Exfoliate ur face at least once a month and rinse with warm water. Pat dry face and use a good moisturizer. U don't have to spend alot to have a clean, fresh face.

Dry skin problems respond well to self-care measures, such as using moisturizers and avoiding long, hot showers and baths. If you have very dry and scaly skin, your doctor may recommend you use an over-the-counter cream that contains lactic acid or lactic acid and urea.
In a more serious skin disease, such as ichthyosis or psoriasis, your doctor may prescribe prescription creams and ointments or other treatments in addition to home care.
Dry skin leads to dermatitis, which causes red, itchy skin. In these cases, treatment may include hydrocortisone-containing lotions. If your skin cracks open, your doctor may prescribe wet dressings with mildly astringent properties to contract your skin and reduce secretions and prevent infection.
I believe http://www.skinsosilky.com/ will help you best for more advices, ideas and best treatments for any skin problem like dry skin.

I'm surprised no one has mentioned Cetaphil yet.
That is really sad.
Cetaphil is the best moisturizer out there.
A) It is non-comedogenic meaning it wont clog your pores.
B) DERMATOLOGIST Recommended.
C) It isnt marketed to every 16 year old that doesnt know anything about taking care of their skin.

You can use a water based moisturizing cream.
You can start taking Flax oil pills. Makes ones hair stronger too. But when I used flax seeds strait, my face became oily. So I would say stick with the pills.
