It really depends what you are looking for in your visit:

If your looking to relax and are not interested in city entertainment your best bet for quality beaches is Nuevo Vallarta and Punta Mita.

If you are looking for city/cultural type stuff you should stay in Playa Los Muertos.

Playa Los Tules where the Sheraton and the Crown Plaza are is nice, and very close to town too.

If you are looking for cliffs and great views, go somewhere in Conchas Chinas...

If you are into super luxury look into Punta Mita. There you have the most beautiful beaches, golf and resorts.... Expensive though "Four Seasons".

If you are into Hippie Surfer town try Sayulita.

If you want something in between and cheaper not too close to PV about (30 min by car or bus) try bucerias.

The main strip in Vallarta is "The Malecon" there it is full of restaurants and bars and shops.

The best shopping center is called "Peninsula"

The best place to shop for clothes and Cubans is "NO NAME BOUTIQUE"

I've never stayed in the city, but I have stayed at a resort 20 minutes north of PV. The area called Nuevo Vallarta has several all inclusive resorts ranging from three star and up. From the resorts you can go out and explore on your own or take tours that can be arranged by the resort. Buses travel by the resorts to down town PV, or take a taxi.
