As people mentioned, yes, they may fire you. Chances are they won't, unless you often don't show up and don't call if you plan to miss work.
But you also mentioned that the job is retail, so even if you are fired, you can probably get another job somewhere else.
But hey, it's Sunday, and lots of people go shopping on Sundays, they may get mad if you don't show, and don't call.
I think that if you feel lazy and don't want to do anything, at least call in so they can find someone to work your shift. But then again they probably won't fire you because it's just retail, the world isn't going to end and the company isn't going to go bankrupt and disappear because you didn't go to work.

You'll get reprimanded...probably not fired if it's your first time not calling. They might make a note in your file...or they might not even notice. I worked retail once and was 'on call' and I called and they didn't need me and even seemed surprised that I called. It is your job, though, and you don't want to make a habit of skipping out.

They might fire you if you don't call. You already know that you have on call hours today. They expect you to call. All of us have some of those days when we really don't feel like going to work. But, we all have to pay our bills. You should call unless you want to lose your job.

It depends. If you NEED the money for bills and such, make the call. But if you're still living with your parents, just blow it off--you can always (like) find another job (like).
Just by asking this question, it sounds as if you may have some growing up to do--and that's OK, depending on your age.

That sounds backward to me. Most on call employees have to make themselves available by phone. They shouldn't have to call in to see if they are needed. However, if that is your company's policy and you don't call they can give you a written warning or terminate you.
