Shouldn't peace forces be established by independent, neutral countries, rather than by the aggressor?

They do not see it that way. They are on the run; in constant crushing of everything toward their political goals, like brains playing a boardgame in which they enjoy twisting the rules to their bennefit. If Serbia has merely just bought some time before the next throw of dice, doesn't mean much to these political criminals, because Serbia is after all just a marginal event. They will crush Serbia some next chance they get along the way.

Perhaps one small detail to mention is that NATO and USA are not the same thing. Germany is part of NATO and it is not liking the systematics of USA in Europe against Russia, like that nuclear shield set in Poland and Czech for example. Within that swing momentum, the critical question is what could they do about it?

It's not a failure of NATO and USA. It's a success of them, as they materialize their plans, allowing or even encouraging the Albanian genocide against Serbs, the way they did with the Bosnian crimes agaist Serbes.

As "independent" are the aggesors' "peace forces" in Iraq. And as safeguarding and securing global peace and democracy Guantanamo and its branches are.

Its the failure of Serbia in treating its people well ,US and NATO are doing great .

NATO, and the USA succeeded in ending the genocide in Kosovo.

Actually Kosovo was a United States foreign policy success.

Very little money was spent, and no US casulties what-so-ever, genocide was prevented, and the Albanians have become staunch US allies.

No! its the result of the failure of Serbia to treat others as equals, but, then again what would you expect from the country that got away scot-free from starting World War 1 by the assassination of the Emperor of Austro-Hungaria nephew and his wife.
