I'm guessing you mean for people who aren't married. It's always a sin to have sex with someone other than your spouse, as sex is a gift meant to be shared only between a husband and wife. Also, you say "if you're going to spend the rest of your life with your partner"- if you're not married, you have no guarantee that you will be together for life.

Dear Friend,
Sexual intercourse between unmarried persons is called fornication and it is a sin.
Even if they are going to spend their lives together for the rest of their lives, the sexual relation remains a sin. Every single sexual act between them is a sin of fornication, a sin against the Sixth Commandment of God (Thou shalt not commit adultery). It will be a pity for them both because each time they engage in sex they are committing sin, so they will be accummulating sin after sin. And the bible says fornicators cannot enter heaven.
The Law is hard, but it is the Law: Dura lex sed lex. "If you love Me, keep My Commandments".
But, on the other hand, Christ Himself also said: "My yoke is sweet and My burden light."

Assuming that you mean sex outside of marriage, yes.
God is concerned with how we treat each other.
We have been instructed to love
+ Our neighbor as we love ourselves
+ One another as Jesus loved us
When we treat each other like sex objects, when sex is taking instead of giving, we damage the human dignity of both our partner and ourselves.
True giving of yourself to another in a sacramental marriage is what love is all about.
Marriage is a symbol of God's creation of the world in an act of divine love and self-outpouring.
Marriage is a symbol of the love, commitment, intensity, and passion of Christ for the Church for which He laid down His life.
Christians take sex very seriously because it is a glorious gift from God that lets us feel just a bit like God. We become lovers, givers, and creators.
