Depends on what you are fishing for. Ask at the local bait and tackle shop. Also ask them where and when to fish.

It all depends on where you are fishing and what you are trying to catch. You would not use the same bait to catch a Largemouth Bass as you would for a Marlin. The best thing to do is go with a guide or on a party boat and see what they use. If what they use works, then go with it. Or, you could ask at the local bait and tackle shops.
Make sure you have the proper license too, I do see a lot of Florida Fish and Wildlife officers, and they do give out fines and orders to appear in court, They can take your equipment and even your boat.
Here is a wbsite with some Florida fishing reports, including where they are catching, what they are catching and on what bait: http://www.sunsportstv.com/fishing.jsp

Depends. But if your fishing salt to brackish water shrimp is your best bait. Live or Dead its the universal bait. You can catch almost anything on it. Freshwater isn't my strong suit. But any questions you have on saltwater fishing you can email me.

Are we talking fresh water, or saltwater? Not knowing where you are or what you are going for I would say generally anything live. I usually either buy live shrimp or take my cast net near an old pier by me and net small pinfish and croakers.
