My male cat plays in the water, tips the bowl just plays. He won't drink it. I have a female cat and if she goes to drink most of the time there isn't any water and if there is he gets in front of her and tips the bowl. He drinks from the toilet which I now just leave open and clean. I tried the water fountain thinking the toilet was because it was cold. Just tossed that fountain around. The female drinks only from the tub - he hasn't figured it out yet, so I leave alittle for her each morning.
Any suggestions?

The heavy ceramic bowls they make for rabbits and other critters are very hard to tip over. You might try one of them. Also a towel underneath a bowl makes it harder to tip though your guy sounds pretty determined.

Make sure that the water is fresh and that the bowls are cleaned more often than you clean your tub and toilet. Otherwise it just makes sense for them to use the cleaner source.
As to the playing thing, get a pet bowl (untippable) and then get some glass "stones" from a craft store. Fill the dish with those and it will keep him from being able to play ALL of the water out.

I don't know where your water dish is... and that makes it difficult to be sure what to give as a solution....
If it's out on a porch, get a double bowl, and use a metal strap to nail it down.
If it's in the house, make a wood box to fit it inside. If the base of the box is a longer piece of wood, the cat cannot tip it.

There is nothing you can do, as long as to drink its ok. Just remember to leave them water

They do have bowls you can buy, that don't tip over.
