It would not be accurate to say "hang out".
He did, on occasion, deal with them.
He did not reject them, themselves, just their trade.

Jesus went to the sick and the lost , we as followers of Christ are to do the same. If the meaning of hanging out is that you condone what they are doing and be their buddies. Jesus never condoned sin , he told them go and sin no more.

Yes, JESUS said HE came to seek and save the lost, that the well didn't need a physician but only those who were sick.

He saved them, so in a sence yes. He loves us all, even those whom we wrongfully judge as 'more evil'
