Move. That's the safest solution, since you're talking about a stranger. You never know what kind of weirdo that person might be.

It depends really. If I'm cool, I'd ask them to turn it down politely, but if I'm trying to keep up with a deadline and very frustrated, I might give them a dirty look, then say "excuse me, I can't seem to concetrate because I can hear your music blaring through here. Would you mind turning it down?(sarcastic)"

Ask them to turn it OFF. If this doesn't work then talk to the librarian. If this doesn't work talk to the party that owns and/or funds the library as this is unacceptable and it's the library staff that is supposed to tell these people not you.

I would do d. then if they didn not comply. Then I would go to the staff. The staff is there to deal with these people. You dont have to have the hedphones all the way up in a library.
