Because of people leave their money to their spouse which is exempt from Inheritance Tax. So you have cut the number of people paying tax instantly.

Because most house-owners are still alive.

There are more house owners alive now in UK than have ever died throughout the course of history. The percentage paying IHT will start to climb sharply over the next 20 years.

The 6% who paid are the ones who DIED ..

The 20% who are LIABLE are the ones STILL ALIVE ..


(Focussing on the 6% is like saying :-
"Funeral Costs are irrelevant to most people because only X% paid them last year" ) ..
