A rat would be considered pretty much full grown by around the 9 month mark

A rat with good genes, from a good breeder who feeds a high protein diet, alongside a varied high quality dried food, to mum whilst nursing[ not carrying] and kits until the rehoming age, then suggesting it continues to the 20 week mark, before reducing the high protein and continuing the rule of 80% high quality dried to 20% high quality fresh, will be much bigger [sometimes even double the size] than a petshop mass bred rat fed generic lab blocks [nuggets] or poor quality feed all its life

So an adult 9 month old petshop, massbred poorly fed rat could be only the size of a 5 month old well bred well nourished breeder kitten with loads more growing to do

About 6 months if I remember correctly. They make great pets if handled from a young age.

Pretty much by 7-8 mths. the rat will be at his full size.
May bulk up more at year.
