Is that just blood *on* the white of the eye
(spreading round, but not coming out of the eye)?
That's almost certainly not too serious, needs no great special precauutions, but if associated with trauma will need a prompt, but not emergency, examination.

If there is blood coming from the eye out onto the skin, there is a significant risk of penetrating injury.
Immediate attention should be sought.
The eye should be allowed to close and be left so. Allow the blood to form a clot and don't disturb this. Opening the eye to see how it is is a bad move.
Maintain a posture with the head raised, unless there are any other problems with conscousness, in which case a lowered posture to help blood flow to the head may be more important.

It sounds like an artery bursted in the eye, If there is blood running out of the eye you need to bring you relative into the er and get that checked out or it will cause some serious problem with his/her vision

Talk to the pharmacist about what you can legally take and call a doctor if it doesn't work. Chances are that there are over-the-counter remedies available to you and your pharmacist should know them. Make sure he/she knows if you have any allergies and what you might be taking for any other condition. If your condition is bad enough, they might recommend that you go to an ER for treatment.
